"An extension of inter-sectoral dialogues is the formation of inter-sectoral/cross-sector "partnerships". Partnerships involve moving away from one-way funding at donations and towards mutually beneficial, long term involvement and capacity-building. Such partnership are based on "TRUST", and shared objectives and responsibilities, and can involve business working with NGOs and public sector organizations in order to jointly address company and community needs.

To operate effectively, companies are increasingly realizing that they need to address a wider range of issues, and respond to the impacts they make on the bio-physical and human environments in which they operate. In order to deal with this issues to consult more widely and form partnerships with other sectors of society to understand the issues, the potential solutions and how to share responsibilities.

Though some inter-sectoral partnerships have developed in Makassar, Indonesia, in all sectors of the society there is both limited knowledge and trust of other sectors; as well as limited experience in building successful inter-sectoral partnerships. There are also practical obstacle to overcome to build partnerships between non-traditional allies that have different characteristics, structures, methodologies and terminologies.

Some companies have expressed their readiness to learn more about the NGOs in Makassar, South Sulawesi, Indonesia. However, the NGO sector is large, and not well funded or structured. Further, there is no easily definable source of information, which makes it difficult for companies to have readily accessible information about this sector – and potential "partners". Moreover, in the past many representatives of NGOs have not had much knowledge about the economy and the issues that are emerging, although that is rapidly changing, and have looked at the business sector mainly as a source of funding. The result of such mutual limited knowledge -and lack of trust- was the formation of only a small number of partnerships between NGOs and businesses. Such a lack of partnerships can be considered a result of the following:

1. Business has limited knowledge of the NGO sector, believe they have limited organizational capacity and credibility, a limited understanding of how business "works", and NGOs "only want money."

2. NGOs think the business does not understand the NGOs, only wish to fund "established" projects, have limited knowledge of the potential and benefits of cooperation, and business only acts responsibly when it is "pressured" to do so.

(For now, only 2 points from 5 points are exposed)
